I have changed the spark plugs, fuel filter, fuel pump and charged battery. Still not starting?

I'd change the fuel filter first, it's cheap and easy to do. It could also be the fuel pressure regulator, but parking on a hill you may not have enough gas in the tank for the pump to pick it up easily either.

If my car won't start after replacing the fuel pump is it possible that my ECM has been blown? It also isn't getting fuel to through the injectors. I think it maybe the ECM not delievering fire to the injectors. Now I've tried to turn the engine over so many times that now my battery is dead. Where should I start in my quest to make the car drivible again?

When you turn key to run-Do you hear the fuel pump for a few secs? If so check the fuel pressure if its within specs with a gauge -start here and then let me know-Possibilities here-could be the fuel pump relay and the computer controlled of the fuel pump relay and ground circuit of the injectors-

I ahve a 1991 caprice and I tryed to start it and it clicks it not the battire because its new that would mean I need a new started rite?
And also none of my car lights will come one as if the battire is dead or something maybe somethin is unhooked?

Sounds like a bad ground I would check the battery connections then all the black wires that are around the battery that are on the body and the connections on the starter if its not that then it might be the starter

That's what you pay mechanics to figure out. Assuming you didn't run out of gas, there's hundreds of electrical parts, wires, and connections in the fuel supply, ignition, and fuel injection systems that all have to work. A failure of any one of them will leave you sitting on the side of the road. GM fuel pumps are well-known for quitting while the engine is running, leaving you stranded on the highway. Other brands, Chryslers for example, most often fail by failing to start up so they leave you stranded at home or at work. Crankshaft position sensors and camshaft position sensors are common failure items too. They often fail when they get hot and work again after the engine cools down for an hour.
