1991 Chevy Camaro do I need to replace a fuel pump?

Ok so i was looking for my first car, i currently am driving my fathers car while he is deployed. but i was looking at a 91 camaro rs for 500$ the only problem is the after market Holley 650 carburetor and the current owner is telling me that the fuel pump that is stock in the car right now pumps at too high of a psi for the carburetor. Now from my understanding if the fuel pump is actualy pumping at a psi its an electric and a carbureted car doesnt need a fuel pump, so my question is if i disconect the power to the pump will the car run. he says the car starts and idles fine right now but if you try to drive any where it wont get up past 25 MPH so my second question is, does that sound like a fuel pump problem the car is also missing the title the vin numbers check out its not hot, so how do i go about getting a title for it and how much would it cost sorry for asking so many questions just really dont want to buy a car that cant get me to college and work thank you

O.K. Car came fuel injected so what ever this guy did is a butcher job. Car needs mechanical pump plus PCM is major messed up from removal of injection system. No title ! Run do not walk away if you where my son that would be my advise. Have you run this by your Dad?
