1991 Cadillac SRX - STS Whistling sound

About 2 minutes after stating the car a high pitch whistling sound happens. It did the same thing 3 months ago, but stopped. It's back now. When I accelerate it seems to quiet down or stop. When I turn the car off the sound seems to wind down like air coming out of a balloon and then stops.
