I have a 96 buick regal I was driving down the road and it stalled out the battery light came on and it wouldnt start even with a jump, I had the alternator and battery checked thats not the problem

The problem here could be the computer controlled of the alternator's field generation circuit

So it doesnt sound like the motor is tied up?

If you are talking about the engine being seized-up try turning the crankshaft pulley 720degs to confirm it
