1996 Buick Regal My car won't start

I just bought this car on Saturday. It was working fine until earlier tonight. I used it to drive 4 blocks to a family members house. I went to start it up to go home, and it wouldn't start. I popped the hood, and had light. I even had my dash lights on, so I know it's not the battery. Well, about 5 minutes later, I didn't have anything. No lights, no dinging( when key's in ignition and door's open) Nothing. I think it's my starter. Am I right? Thank you for your help.
