Where is the fuse fuse box under the instrument panel/ dashboard? Buick couldn't tell me nor the dealer.

There are 3 fuse boxes. 1 is under the hood on the left side in front of the battery.1 is on pasanger side in the car you have to remove 2 screws and drop the panel to get at it. The 3rd one is under the rear seat. The seat has to be removed. Hope this helps and good luck.

Procedure and location of the fuse block/relay for the power door locks and power trunk motor. Owner's manual states that these are located on the passenger side behind the front kick panel.

Experience, a diagram, or both would help keep the amount of broken plastic parts to a minimum.

If you have no power door locks, power trunk, or fuel door release - then the problem is most likely a 20 amp fuse located behind the carpet on the passenger kickpanel. Remove the black underdash facia so it hangs down (no need to undo the far left one), unscrew the plastic trim from the sill to the A-pillar, fuse box is held by two snaps at bottom and the wiring at the top as far as I could tell. Pull on fuse/relay centre twisting to provide better visiblity. Fuse is somewhere near the upper left position, check your owners manual.

You did not describe which flasher.

The hazard flasher is located in the convience center next to the fuse box. Fuse box is either under left side of dash, in panel under radio or in the glove box.

The turn signal flasher is located under dash on right side of steering column.

There a few. The main one is under the hood. There is another one under the dash, in the kick panel, both driver and passenger side (depending on model). If you need a specific fuse, let me know. I can look up most of the fuses and relays.
