1998 Buick Lesabre Governor sensor?

Its just began doing this last night
when you first start it and it gets to 4000 rpm it begins to surge.
auto shop on the phone said it was either the cat, checked that and it is not or the governor sensor?

question is where is it located and how hard is it to change? I need to leave for the airport in 12 hours.

If its doing it with no load on
its in park or neutral that is acceptable
the ECM limits the injectors to prevent an engine failure
if its doing it will driving I would check the fuel filter and check it for tune up
plus do you have check engine light on and if so you need to have it scanned
for codes
as doing so will help to pin point the troubled area
u do not have an RPM governor
the ECM is the KING

Thank you for the information :) no engine light is on and it does not do it while idleing. Test drove it for 40 miles and it stopped doing it for now, I will give it a complete check up when I get back from my trip.
