my brake pedel goes to the floor on the first pump, but stays up on the second pump. I replaced the master cyllinder, no help, all the pads, shoes, rotors &drums look like new

my brake pedel goes to the floor on the first pump, but stays up on the second pump. I replaced the master cyllinder, no help, all the pads, shoes, rotors &drums look like new
