1988 Buick Lesabre excessive pedal travel

Brakes problem
1988 Buick Lesabre 6 cyl Front Wheel Drive Automatic

The brake pedal goes almost to the floor before coming up solid and applying the brakes. Brakes have been bled several times. The master cylinder has been replaced.
There are two cylinders on the bottom 2 ports of the master cylinder. (There are 4 ports in all) What are these called? Are they repairable or replaceable? Could they be causing the issue? What is their function?
And, more important, what could be causing the low pedal?
If the engine is off, the pedal gets solid near the top, but slowly drops almost to the floor.
I've been fixing cars for a long time but this issue has me stumped. Can you help?

The master cylinder has been replaced. BTDT with a new master cylinder leaking internally-double check for leakage front and back brakes

Recheck the brake master cylinder and check if there's any leakage that's causing the pedal to go to the floor
