My passenger side puts out hot air with AC on and cold air with heater on. I cannot figure out why. I have replaced and swapped actuators and nothing helps.

Try an actuator reset. As you didn't list what Buick I can only give you the hard reset method, basically pull the battery cables off, hold them together for about 30 seconds. Reconnect and try the controls. If it's still backwards the control head is likely faulty.

Looking at the tests for the Riv it looks like you may have a failed programmer assembly or passenger climate control, but it takes a dealer type scan tool to access the HVAC codes and test that part of the system. This is a way to check the power/grounds and resistance.
