I am trying to replace the ignition switch and I have a manual but it starts with the steering wheel already removed. Does the airbag come off with the steering wheel or separately?

I would let a shop do this repair as you may end up deploying the air bag and injuring yourself.
Yes. It has to come off first to gain access to the nut that holds on the wheel. Then you need a puller to release the wheel.

Remove the wheel, and remove the control fuse for the sir system, or airbag fuse which ever it is. Unplug the connection carefully it has a shorting bar in the connector.
