Dash board electrical trouble

I just purchased a 1999 Honda accord coupe, and it looks as if the previous owner took out the dash board. The lights that would usually illuminate the dash where the speedometer is does not come on, the hazard button is hanging out of place, the horn does not work and the speedometer does not work. Is it a fuse problem or is it a more major electrical issue and what should be done to correct these problems?

If the taillights are working, it would not be a simple fault as a bad fuse. It could be wiring or the dimmer control switch.

Speedometer not working could be a bad Vehicle Speed Sensor and diagnostics would be able to confirm that.
