My A/C is not blowing air out of the 2 middle vents

But instead is blowing from the defrost could this be the vacuum hose? We have already changed the cabin filters which were very dirty but not the air is coming from the defrost below the windshield instead of coming out of the 2 middle vents. Could this be the vacuum hose and if so do you have a diagram? Or do you have any other suggestions?

If the air switches from defrost to floor and center and all the other vents are working, then no, it is not a vacuum issue.

I would think more of something restricting or blocking the vent possibly behind the instrument panel.
