1999 Dodge Neon Won't start

Car ran great. Then had to replace the water pump. Now my car stalls. It won't stay running every time I come to a stop it dies. Turned up the idle it didn't help much. It runs great down the freeway. Then it starts not wanting to start back up. It would take a few minutes to restart. At first I changed the fuel pump relay and it would start right up. Now it doesn't. Now the check engine light no longer comes on when I turn the key on and it won't start without that light coming on. Also I read no codes. What is going on? I have no clues. Please give me something to try. Thank you.

If the Check Engine Light is not coming on at ignition switch on, it could mean a fault with the engine control module or the control relay is bad. Check for diagnostic codes

P0123 is a fault with the Throttle position sensor.

P0118 is a fault with the Engine Coolant Temperature sensor.

Have them checked.
