1998 Cadillac Seville electrical problem?

I have a 1998 cadillac seville, when the car is running the radio, windows, and fuel guage does not work? When it isnt running everything works fine. Im puzzled cause I think since the car wont read when doing an inspection, it may have something to do with this problem.

My guess is that you may have a class 2 communications fault, caused by a corrupt module or circuitry problem(open/short). HAve you had it scann for trouble codes? You can do this yourself by pressing info up, and on/off with key on. After a segment check it should display all, press on/off it should display all codes. Record and report all codes.
