1997 Volkswagen Jetta Electrical problem wont start

Fuse no 18 is not getting power what should I check next please help ive tried testing the entire fuse box all of the other fuses are woking. Ive replaced the computer tried 3 diffrent ones. Just hade a head gasket replaced

Fuel pump relay #12 needs to close for #18 to have power. Do you have a volt meter?

Was it running before the head gasket replacement?

Who replaced the head gasket?

Does the check engine light come on when the key is ON?
