Car not running properly

When car is on and idle it runs ok when I put it in drive and step on the gas it barely goes it sounds like its blowing out air, the more I press on the gas the more it sound like air blowing out and will only go 20mph, please help I had the car serviced 2 times and it has the same problem hundreds of dollars later. Also fumes in the car when driving

It sounds like the catalytic converter is plugged. Check that. Also, if the check engine light is on, have the computer scanned for trouble codes. Most parts stores will do it for free.
