Engine won't start just getting clicking

My 1995 lumina van will not start just clicks have replaced the battery and starter. Checked the fuse in the starter wire.

Check your starter relay in underhood fuse box

I have done that. Could it be fuel pump

Check the fusiblelinks in chart then
