Camry speedometer reads low

92 Camry 4 cyl, A/T. Speedometer reads 10-15 mph low measured by speed gun & measured mile. Worse when cold. Tach is low, too. Other guages OK. Stock tires, original trans. Replaced speed sensor on top of trans with no change.

Could be another speed sensor on the speedometer head-

On the head? Not that I'm aware of. Probably going to swap out the cluster, only thing I can think of. But I'm looking for an easier solution because it's 20 degrees outside!
