1989 Buick Park Avenue--Turning on but wont start?

I have an 89 Buick Park Avenue and It will turn on, battery wise, but it won't even attempt to start at all. It wont even try turning over. All the lights and radio and windows and everything else work but the car itself wont start up so I cant drive anywhere.

First try starting it in neutral. If that works, suspect the neutral safety switch.

Next, switch the starter relay with one of the other ones like it. If that works, replace the relay.

If we have to dig further, you're going to have to list the engine size, type of transmission, and mileage.
