Currently the car idles at 2,000 RPMs but when I manually use the choke it lowers to 900 RPMs. So, I was just wondering how much voltage the choke thermostat should be at.

With the key on there should be 12 volts at the choke heater coil. This guide can help you test the voltage:

Please let us know if you need anything else to get the problem fixed.

Yea that's what I thought. I already checked it, and it was below 1 volt. So, what should I do because it's a new carburetor?

Unplug the wire to see if it goes to 12 volts. If so, the choke is shorted in the new carburetor or the EFE relay or fuses has corrosion on it. Check out the images (below). Please let us know what happens.

You are going to need to get a new one, fix the old one or find a used one.

Yep, the part is obsolete so wherever you can find one. I would try auto dismantlers.
