Will not shift out of park unless I turn the lights on or off

Will not shift out of park. No dash lights running. When I turn on turn signal cab light flashes too. I know my front headlight is burnt out. Blower for heat isn’t kicking on either. Fuses? Short maybe? Brake switch or shift interlock?

Chet, here is where we are going to start: It could be a blown fuse, but there is a lot of issues. we will start with the lights first; a blown bulb or fuse can cause a lot of electrical issues . I'm attaching fuse block details and location below please check all the exterior light bulbs and replace blown bulbs.Check the fuse block details and replace any blown fuse. I'm also attaching repair guides and wiring diagrams below to check voltage drop. Let us know if you need more info.
