Fuses 1 and 113 power the wiper motor on that truck. All of the relays and controls other than the switch are built into the wiper motor assembly. Fuses and relays can be missing due to the options and drivetrain in a vehicle. For instance they may leave out the relay and fuse for fog lights or cab marker lights if the truck wasn't ordered with them.
I would go to the wiper motor and unplug it. Now grab a test light and start looking at the powers and grounds. For that connect the light to a good ground and test for power at pin 5 then turn on the key and check for power on pin 8 Have power on both? Now check the grounds. For that connect the light to battery positive and use the tip to probe pins 6 and 3 if the ground is good the light should come on. Now to test the switch use the light and turn the switch to the full high position and touch pin 1 in the connector. It should light if the ground is good. If those all check out look over the connector close and if it looks good, replace the wiper motor.
