Will not fire

My car at the PDC has a fuse and a relay under relay is fuse, says efi/heater 15 amp. It holds a 20 cause the 15 it pops it it runs great in the 20, anyway I check the pump, relay, plugs, distribution, fuel psi, injection system, ignition system and fuses still will not hit. Getting fuel to injection system, cause when it cranks you can smell fuel, and plugs are firing. So do you think you can help? Oh by the way, cannot test it, no codes, cause they do not have a pigtail to fit the diagnostics plug. Is not that a bit weird, even fox Toyota can not codes this car. It is also made in Japan not Canada or new Mexico so any suggestions, I am all ears!

It may just be flooded replace the spark plugs and see how that helps.

Still not hitting, checked under hood fuses, and in driver panel fuses. Now I have lost fire, it shows getting fuel but now no spark. Are they a relay or ignition fuse somewhere else? This is getting frustrating, and missing work sucks. Please help!

It sounds like the computer is out, I would replace it with a used one to see if that fixes it. Here is the location (below).
