2002 Volkswagen Jetta 1.9TDI Does not want to Start

I have A 1.9TDI Jetta and was driving when a white smoke came out of the exhaust, The the car stalled and did not want to start up again. I bought a new turbo and installed it, but the car does not want to start. The engine is swinging and tested to see if Diesel get trough and all looks fine but can not understand we it doesn't want to start. There is not error lights on the dash.

On these cars check the egr valve they are known to mess up on these cars because of the tdi carbon build up.

Thanks A Lot.

Took out the EGR Valve and it was Dirty. Oil packed on. But there is a little Pastic valve that regulates the butterfly in the EGR Valve. I took it out and open it and notice that the Plastic that seals it is torn. What do you call this Plastic Valve because I need to replace it. And is it an expensive thing to replace.
