1999 Volkswagen Golf overheating

My car is overheating whenever im in traffic or if ive been driving for an hour or so but as soon as I speed fast the gauge starts to go down or if I turn of the engine water leaks out I have to let it cool down then pour cool water in the car then its ok to drive again please can you tell me what the promblem is?

Check to see if cooling fan is coming on. If you have AC turn on fans should come on. What ever you do it would be better to have it towed than drive that hot a smoke engine.
