2001 Volkswagen Beetle Howling noise at speed

As one accelerates and gets to speeds of 25 to 40 mph, there is a very noticeable loud howling noise. Sounds like it is coming from the back. My experience with cars indicates a drive train problem. The sound is still there at speeds of 70 to 75 miles per hour, but not as noticeable.

Possibly a wheel bearing, sway the car from left to right some what hard while at speed, and if the noise level dissipates one way and is more noticed when swaying the other than that maybe the cause.
