1992 Toyota Tercel won't start

I went to start my toyota tercel yesterday morning and It wouldn't start. It turns over it just won't start. I've changed the plugs and little stuff like that and it still won't start. My stepdad says its like its burning rich. What do you think it could be?

Look for spark-disconnect a sparkplug wire or 2 and ground it to the engine, have helper crank engine over-Do you have spark? If so -investigate the fuel system then report back your findings.
