Timing belt/water pump

On routine maintenance of my 2000 camry 4 cyl with less than 90,000 miles, the shop suggested replacing the timing belt as a preventive measure. Shouldn't the water pump also be replaced as a preventive measure when the timing belt is being replaced? Thank you.
