is it normal that my 2 radiator fans on my 99 camry turn on and off in the middle of the winter when the car hasnt been running for more than 20 minutes. The engine also gets louder near the header every time they turn on. It sounds like a very old and beat up car when normally it runs smoothly. Why is it doing that?

Winter or Summer, It is normal for the fan motors to kick on and off. If you here those sounds right on the header, you could have a small crack in the head gasket causing the car to srugle when the power of the fans is distributed
