I'm changing the timing belt on my 4 runner, I got it off and changed the water pump. But I cant get the new belt back on because I dont know how to get the tension off the hydrolic tensioner. Any help would be great.

You will need a vise to compress it. Once it is compressed, you will need a hard pin to hold it that way so that you can instal it. You can use a small drill bit to hold it.
