1998 Toyota 4Runner Overheating

She was running fine until my wife was in car pool picking up the kids from school. After about 10-20 minutes sitting idle in the Savannah, GA heat 90+ degrees and humid, it overheated and then once she started moving again it would cool off almost immediately and be fine. I decided to replace the water pump, thermostat, and radiator figuring it was one of those malfunctioning. It is still overheating when sitting idle? What else could the problem be?
HELP?

Check the fan operation. The fan clutch may be stuck, only operating when engine speed is increased and not correctly at idle.
