Surge when take off from stop position

When accelerating from stop the car starts to surge, bunny hop, jerk ect. Until the car is doing atleast 40-60 kmph no surging if you put your foot down so to speek at higher speeds, only surges when come to a complete stop or nearly stop and accelerate. Have changed the fuel filter and is still surging

Any misfire? Any vacuum leaks? Run a scan, check IAC and coils for tracking marks, consider servicing the injectors as well.
