1996 Subaru Hard Start

I have a 1996 Legacy with 170k miles. I have been having issues with random Hard Starts. I have replaced the following in the past month: Timing Belt, Water Pump, Coolant Sensor and Battery. Spent significant money and am still having Hard Start issues. When I turn the key it cranks but does not turnover. I can do this several times and it still will not turnover. I will let it sit for 15 to 30 minutes come back and it turns over fine. My mechanic has suggested a Crank Shaft Sensor issue, but it is not throwing any codes to indicate that. Any ideas?

Wont turn over? Turning over is when the engine is turning, yet wont start. Does your car turn over and not start, or does the starter not turn the engine over? IS it lacking spark when it wont start? Also need to install a manual fuel pressure gauge to verify that it has proper pressure. At 170k, you should also be on your second tune up at least.

You are correct the engine is turning but it won't start. This only happens occasionally and after a while I can get it to start. 5 - 20 minutes later. It has a number of tune ups including one about 15 k ago. Have you heard of the Cam or Crank Sensors being bad without throwing a code?

Havent heard of it, but it is very possible. What is missing when it wont start? Spark or fuel?

Need to be sure, dont want to chase a spark issue when it is missing something else.
