1995 Subaru Legacy Fuel pump?

My 1995 legacy is having issues! It starts up hard on cold days(turning the key dozens of times) and when accelerating up hills hesitates and seems to be bogging down and sometimes the smallest of hills causes extreme issues.I have used Techron fuel injector cleaner and changed the fuel filter with no success. It also to be smoking where the fuel pump is located by the gas tank and seems to have no power on hills but on flat land only hesitates very little. My check engine light is flashing and then it stays on solid. Thanks for any advise.

Inspect and test all the following listed below:

Oxygen sensor
Dirty fuel injectors (cleaning the injectors often fixes this).
Bad MAP (manifold absolute pressure) sensor
Bad TPS (throttle position) sensor
Bad or dirty MAF (mass airflow) sensor
Low fuel pressure (leaky fuel pressure regulator or weak fuel pump)
Vacuum leaks (intake manifold, vacuum hoses, throttle body, EGR valve)
Bad gasoline (fuel contaminated with water or too much alcohol)

Sometimes, what feels like a hesitation is actually ignition misfire rather than lean misfire. The causes of ignition misfire may include:

Dirty or worn spark plugs
Bad plug wires
Weak ignition coil
Wet plug wires
Cap and rotor

Note:If it doesn't apply, disregard.
