Code P0483, cooling fans will not turn on?

The engine fans won't kick on, even with the A/C on, even if the green connector is plugged in. The car doesn't overheat, per the dash, but just pulled the p0483 code yesterday. Has a new radiator and coolant, thermostat, checked out good then, no other known issues except for the A/C clutch not kicking on either. The A/C was working this summer.

The diagnostic trouble code (DTC) P0483 in a 2006 Subaru Legacy relates to the cooling fan. This code indicates "Fan Rationality Check Malfunction," which means there is an issue with the performance of the engine's cooling fan or the circuit that controls it.

If neither fans are working it sounds like the main fan relay 1 is not working but we should check the fuses (3, under the hood and #26 and #22 inside fuse panel) as well, here is a guide to help you check the fuses and if they are okay, I would swap out the relay.

Sorry for the late response, finally got the relay swapped out with no change. Now it's 20' out, so, it is getting harder to diagnose. Still no fan with the A/C on though.

Yes, I'll need to double check though at this point. Now with the weather change, the temperature isn't coming up over 1/4 to 1/3. He used to consistently run at half.

Also, I would try swapping out the main fan relay one if the fuses are okay.

That relay has been changed now. I had to wait for a new one before I even messed with it. Subaru has it shrouded right in the fuse box they like to fall apart when removed.

So, does the fan come on when the A/C is on? If not, I would test the yel/grn wire to the fan motor for power with the A/C on. Here is a guide to help:
