Steering Wheel shakes

The steering shakes left to right really fast when car is in park after installing a new rack and pinion and power steering pump. What could cause this?

Probably has air in system you can try what I am sending in picture, but you wont have anything to use for vacuum. So go turn to turn and hold at turn for thirty seconds each way.
