2000 Ford Taurus Steering Wheel Shakes

My car was ok. My husband put quick struts on the front and rear and now the steering wheel shakes. We have rotated the tires back and forth and now it is the same way it was before he started and the steering wheel is still shaking. I took it to a tire shop 2 times already. They put centering hubs on my after market wheels and it still shakes. They also balanced the tires and said the alignment was good. Do you have any suggestions of what it might be? Everything appears to be tight-ball joints, tire rods ends. Could it be a CV joint? Thanks.

Does the shaking start at and above 40MPH and if so tires wheel balanced rims

does it shake when you slow down from a higher speed and if so inspect brake rotors and inner tie rod ends

In regards to your reply the steering wheel shakes at a slow rate of speed 20 mph and also at all speeds that are higher 35, 40, 50 etc. It shakes when my foot is not on the brake and also my foot is off the accellerator. It shakes going straight down the road.
