After being parked for over three years van will not start

Van been sitting since 2016. It acts like it wants to start but doesn't turn over.

Does it crank over?

Did you replace the battery, drain the fuel tank and replace the fuel pump and change the oil?

that is where I would start after sitting for almost 4 years.
