Shut down and will not start, code 11 anti-theft?

My truck shut off and it will turn over but, will not start. The cluster takes about a minute before the hands and light comes on, I connect my scan tool and it lights up, but it will not link to the ECM. The anti-theft light is giving a code 11. I checked all fuses they are good. I checked the plug at the ECM and it is good.

Code 11 is the system is okay. It sounds like the battery might have shorted out or you have a bad connection at the battery because it takes so long for the cluster to light up, can we check the battery? Can you turn the headlights on and are they bright? These guides can help:

The description sounds like a failed PATS module. It is the first item the truck uses to determine if you have a valid key and it sends a signal to the cluster where the anti-theft module and recognition parts are. A failed PATS can cause no starts and instrument problems. It could be either the transponder or the PATS module itself. However, code 11 is commonly the PATS module in the instrument cluster. In that case the mechanical part of the repair is to swap the cluster with a new one/ However once that is done all of your keys will need to be programmed into the replacement unit and the module itself needs to be programmed to the truck using a security code the dealer will have along with the Ford tech web site. Not something a DIY can do unfortunately as it involves programming the cluster itself. Ford didn't make it easy on those.
