1993 Other Saturn Models car is overheating

The car overheats as soon as I stop. If I'm driving on the highway, the gauge goes between 1/2 & 3/4, driving in town it goes 3/4+. When I stop, the car will smoke & coolant bubbles out. Everyone told me that this was because the thermostat was bad, so I replaced that and the sensor, but nothing has changed. The fan only comes on if the ac is on. What else could this be? And how do I fix it?

The fan only comes on if the ac is on.

The radiator fan should come On by itself Check the fan relay, coolant temperature sensor/ or engine temperature gauge switch. Could also be the computer not activating the fan relay.

The relay is good & the sensor was already replaced. Where is the engine temperature gauge switch? And is there anything else that it could be?

For a 1.9L engine its on the rear of engine near the coolant outlet. I'd direct power to the radiator fan motor before I go to the switch.
