OK, as you have all those out, including the dash, the only area it can be is fuse 18 the feed from it to the headlight switch or from the switch to the junction where the circuit splits off to feed the dash, the running lights and the tail lights. Each system and lights have different grounds, and those are the only common items. I would grab a test light and start at the fuse, it should have power all the time. If it does move to the switch and check for power in on the Pink w red wire on terminal 4 and for power out of it (with it on) at the Black w yellow wire on pin 9. From there you would need to check the joint connector on the rear of the fuse box. That joint connector feeds the lights you are missing. From there the lights are independent for the most part. So the issue is in those three items.
