When I apply brakes the steering wheel shakes. A shop said all four rotors need to be turned. How do you change rotors for my car?

That is what I have for the front your car will be similar if the steering wheel is shaking while braking your looking at just the front rotors being warped.

Yep, do not even bother turning them, by the time you cut them enough to get the warpage out they will be very close to the low end of the thickness specification and they will warp a lot faster. Much better and usually cheaper to just buy quality new rotors and pads and replace them. Service the calipers and the parking brake and be done.
