Check emissions warning with service light

Hi I `ve go a 3 year old megane 1.6 vvt the warranty is just expired not even a month a go.
Last Sunday a message pop up "check emissions" with the red engine light and service light on all the time. I went to the renault dealer where I bought the car, they say that the dephaser pulley has to be change and they want charge me £700 for the job, after my complain they take off 50%. Now my question is. The message in the car "check emissions can be relented to this "dephaser pulley"?
and even so my warranty is just expired no more then 20 day a go, I still have some rights to ask for even more discount?

Please help me

The dephaser pulley is used to adjust cam timing for best MPG and performance. If it fails, the vehicle may experience all sorts of problems, including a loss in power and performance, and the potential for increased emissions. .If they are offering 50% off, you may want to take it, or do some research on what they are required to do for emissions related equipment... sometimes it is beyond a normal warranty (depending on government)
