Your description suggests a potential issue with the vehicle's electrical system, particularly with the ignition switch, radio, or the body control module (BCM), which often controls functions like the radio and central locking.

Here are some steps you can take to diagnose the issue:

Ignition Switch: The ignition switch controls power distribution for many of the vehicle's accessories, including the central locking system and radio. If the ignition switch is faulty, it might not distribute power correctly when in different key positions. A professional mechanic can test the ignition switch and replace it if necessary.

Radio: If the radio is not working with the ignition on, there could be a problem with the radio itself, the wiring, or the fuse. Check the radio fuse to make sure it's not blown and consider having the radio and its wiring checked for faults.

Central Locking System: If the central locking system does not work with the key off, this could also point to an issue with the body control module, which controls the central locking system in many vehicles. In some vehicles, the central locking system is designed to only work with the ignition switched on. However, if your central locking previously worked with the key off and has now stopped, this could be a sign of a problem.

Body Control Module (BCM): The BCM controls many of the electronic functions inside your vehicle, including the central locking and radio. A fault in the BCM could cause the issues you're experiencing. Diagnostic trouble codes stored in the BCM can provide insight into any potential issues, and these can be read using a professional-grade scan tool.

Let's run the codes to confirm the BCM failure. You can get a CAN scanner (Controller Area Network) which will work on most cars from Amazon here is a video to show you how.

Here is one for about $99.00 if you need it:

I would check all fuses, this guide can help:

Here is how to change the BCM out in case you need it. Check out the images (below). Please let us know what happens. You can get a preprogrammed unit by searching Google or Ebay.
