My heater has 5 settings. When I put the setting on 1, 2, or 3 it makes a pumping or pulsating noise and no heat comes out. However the heat does work on setting 4 and 5. Is this the water pump?

Are you saying, the blower motor doesn't work on speeds 123? Air doesn't come out, floor--panel--defrost?

If your going to trouble shoot this yourself, you might try testing at the blower resistor. Yellow wire is low speed, tan wire the next, lite blue the third speed up. Just turn on hvac controls, you need to turn on the key, set the blower motor speed control to one of the three lower speeds, check the appropriate colored wire at the resistor, for voltage. If no voltage, backtrack to the blower motor speed switch at the hvac control panel.
