Air Conditioning problem
1999 Pontiac Grand Am 4 cyl Automatic

When I turn on the heat or air in car it will putter for a minute and then completely cut off. My car has 5 speeds of air. 1 and 2 have never turned the air on but 3, 4, and 5 have alway come on. Now, after the air/heat cuts off I have to wait a few minutes and then the air/heat will putter back on for 5 seconds and cut off again. I don't think it is the motor because the fan wouldn't put at all if it was the motor. I am thinking maybe resistor?

Welcome, all circuits go through the resistor assembly, (except) high blower speed. There is a blower relay in the underhood fuse box, You can unplug relay, use testlite, key on, hvac controls on, see how many hot terminals. I believe three hot. You need to check while problem is ongoing. The relay is wired after the resistor assembly. High speed uses different fuse than the lower speeds. When relay is energized only continuity for high speed circuit. When relay is not energized, continuity for lower speeds, no high speed.
