1995 Pontiac Grand Am transmission will not down shift

Car will only shift manually. When I come to a stop it starts out in 4th gear

Check the shifter cable, move through gears while someone watches connection on trans, if OK, then it is an internal problem with trans and will have to be diagnosed by trans shop.
