1999 Pontiac Grand Am Transmission will not shift above 2nd

I have a 99 Grand AM that shifts into reverse, first and second just fine but will not shift into 3rd or 4th gear. Could this be a shift solenoid or something else?

Most likely a shift solenoid. Check fluid level in trans, make sure shift cable is working and not binding, otherwise it is best to get it fixed ASAP, as it can overheat the trans and cause a rebuild.
