When driving all the dash instrument lights would come on and then the engine would turn off. After letting it sit a bit, it would restart and go a mile or two and same thing would happen again.

also, if we can get it up and running. It has been sitting for about a year and a half. What maintenance does it need before starting it up? I'm guessing the fuel must be like lacquer and I'm sure the oil needs to be changed. What else does is required after such a long period of sitting?

Hello,

I would recommend Oil and Filter change, Fuel Filter change, Drain fuel tank, complete tune up, Air Filter.
Check all heater hoses and vacuum hoses replace as needed. Check all eletrical connections.
